Division Guidelines

SHETLAND 2016

GOAL: All players will be taught fielding, throwing, and batting while being introduced to the fundamentals of baseball, good sportsmanship, and safety precautions.

GAME: All games will start on time and last only 90 minutes with a minimum of 3 innings.

COACHES: Coaches are allowed to be on the playing field when their team is on defense (5 coaches) and on the bases when their team is batting (4 coaches).

BATTING: The batting tee is placed on home plate. The ball must be hit at least ten feet to be in play; otherwise it is a “dead ball”. There are no strikeouts, bunts, or walks. If the bat is thrown, the batter is declared out after one warning.

PITCHING: Starting with the May 6th games, coaches will pitch to their players. There will only be five pitches per batter. If the ball is not put into play after the fifth pitch, the ball MUST be placed on the batting tee.

RUNNERS: Base runners may advance only one base on a hit to the infield. Doubles, triples, and homeruns are allowed only on hits to the outfield. Base stealing or leading is not allowed. Sliding is permitted, but not encouraged.

OFFENSE: All players will bat every inning. If there’s an out, the runner must leave the base. (Runs and outs are not totaled.) Teams will announce their “last batter”. The last batter is the “Homerun Hitter” and will run all the bases until crossing home plate safely while outs can still be made on the other base runner(s). Bases are positioned at 50’ apart.
Starting with the May 6th games if a play is made that results in an out, then the player who is out must return to the dugout. The out will be recorded however all players will still hit.

DEFENSE: All players will play every inning. It is recommended that the positions be rotated every inning.

• Infield positions: first, second, and third base, shortstop, and pitcher (The coach at home will act as the catcher, if there is a play at the plate.)

• Outfield positions: left, center, and right field
(Extra players will be positioned in the outfield between these positions.)

Pinto 2016
(Game Time – 2 hours or 6 innings)
*Time limit does not apply weeknight game or last game on Saturday

1. The Pinto League focuses totally on the instruction of beginning/intermediate players
a. More advanced baseball skills
b. More advanced game of baseball with safety in mind

2. Each inning will consist of 3 outs or 5 runs per inning

3. Fielding
a. There will be 10 players on the field during each inning which includes a 4th outfielder
b. The fielding pitcher will wear a helmet and a protective vest while on the field. (Up to coaches discretion)
c. The catcher will wear full catchers gear including the face mask
d. Player playing catcher, must be experienced and prepared
e. Fielding pitcher/coach end the play

4. Hitting
a. All players will hit from the coach pitch
b. Coach can pitch within 5 ft. from the mound
c. All batters and runners will wear a batting helmet
d. The coach for the hitting team will pitch to his team
e. Coach will announce last pitch so batter and fielders can hear
f. Each player will receive 6 pitches; player will continue the at bat if ball is fouled off.
g. Once 6 pitches have occurred player can strike out or put the ball in play
h. NO BIG BARREL BATS
5. Running
a. Runners may not leave the bag until contact with the ball has been made.
b. No stealing or leading off the bag
c. Players must avoid contact on close plays

6. Coaches
a. The hitting teams’ coaches should be stationed at first base, third base and one at pitcher
b. Always be positive and encouraging
c. Coaches on the field make the calls
d. No more than 4 coaches in dugout at any time (including team parent)
e. Must stay in dugout no standing outside of the dugout when your team is on the field.
f. All coaches must be wearing team attire during games so as to be recognized by the opposing team.

7. Sportsmanship
a. Players will not tease other players
b. If a player is caught teasing or using any distasteful language, that player will sit out the rest of the game
c. All players and coaches will shake the hands of the opposing team after the game

8. General:
a. Dead Ball Rule – when a batted ball hits the coach pitching it is considered a dead ball and players only advance one base; if forced to advance
b. Play is considered over when the ball is returned to the fielding pitcher and or pitching coach
c. Catcher’s rule – when there are 2 outs please pinch run for the catcher (last batter out pinch runs)

Mustang/Peewee 2016

(Game Time –7 innings or 2-hour time limit)
*Home team must have their last ups

1. The Mustang League focuses totally on the instruction of intermediate players
a. More advanced baseball skills
b. More advanced game of baseball with safety in mind

2. In a rain out situation a game is considered official if 4 ½ innings have been played and the home team has had the last up

3. Games can end in a tie, if the time limit has been surpassed

4. Fielding
a. There will be 10 players on the field during each inning which includes a 4th outfielder who must play in an outfield position (on the grass/no “rover”) *may start game with no less than 9 players*
b. The fielding pitcher is to be located within a 5 ft radius of the coach pitching until the ball is hit (protective gear is up to coaches discretion)
c. The catcher will wear full catchers gear including the face mask
d. Pitching coach is excluded from catching the ball to end the play, unless player’s intent was to end the play.

5. Hitting
a. All batters and runners will wear a batting helmet
b. NO BIG BARREL BATS
c. No Metal Cleats
d. Manager option: at the start of the game the manager will have the option of A) having a continuous batting order or B) bat a minimum of 10 players and substitute in the remaining players.
e. Each batter is to receive 6 pitches that must be put into play. If on the 6th pitch, the batter fouls the pitch off, another pitch will be issued. (and so on if the continuous pitch is fouled off again)

6. Minimum play
a. All players will play a minimum of 3 innings per game regardless of time limit or home team.
b. All players will have at least 1 at bat per game regardless of home team or time limits.
c. All teams will present a line up card to each other prior to the game and will give a copy of the lineup card to the snack shack/umpire after each game.
d. Each team will have an “official” book keeper to ensure all players are meeting the required playing/hitting times.
e. A game will be forfeited if all players do not play the minimum amount of time as mentioned above.
f. Please notate on your line-up card, if you decide to hit the required 10 players or decide to use a “continuous” line-up.
g. All pitchers that were used in the game prior should be listed on the lineup card as well.
h. All “starting” players are eligible to re-enter the game in their original batting position.
i. Umpires will have total discretion to “warn” a manager or forfeit the game if these requirements are not met during the game.

7. Pitching
a. Starting in week 1 each team will have player pitching for the first 3 innings (pitching distance is 46 feet from home plate to the pitching mound), then coach pitch for the remainder of the game
b. Each pitcher cannot pitch more than 4 innings a week (if pitcher throws only one pitch in an inning it is considered a full inning pitched).
c. If a 3 game week, due to make-ups refer to rule 7b. The coach and pitcher must pitch from the first rubber
d. When coach is pitching, each player will receive 6 pitches; the last pitch must be either put in play or strike out to end the at bat after the 6th pitch. Pitches are unlimited after the 6th pitch if ball is fouled off. The coach and pitcher must pitch from the pitching rubber.
e. A week is considered Monday through Sunday.

8. Running
a. Runners should have only one foot on base until contact is made (one warning per team, after which player will be called out)
b. No stealing
c. Runners can only advance on contact or a walk
d. Sliding is allowed (head first) and the player must avoid contact and must slide within reach of base. (No “take outs”)
e. If a player does not avoid contact with another player they will be ejected from the game and suspended for one game.*
f. Accidental collisions will be given a team warning, if another collision occurs player will be ejected from the game pending suspension.

9. Coaches
a. The hitting teams’ coaches should be stationed in the coach’s box at first and third base only.
b. Coach must avoid contact with player or fair ball. Should this occur only one warning will be given to the coach, after that coach will be ejected from the game
c. Always be positive and encouraging
d. No more than 4 coaches in the dugout at one time. Must stay in dugout while team is on defense.
e. Coaches must wear team jersey/shirt during game

10. Sportsmanship
a. Players and Coaches will maintain the “code of conduct” expectations throughout their time at the field. (playing/coaching or not)
b. If a player is caught breaking the code of conduct or making distasteful comments, that player will sit out the rest of the game
c. Only positive chanting is allowed

11. Prior to the start of the game the Managers will meet with the umpire to discuss the rules and hand in line up for game. At this time manager will need to advise of his hitting option as mentioned in #5d above.

12. Only the Manger of the team can dispute a call with the umpire.

13. Each inning will consist of 3 outs or 7 runs per inning during the duration of the game for the exception of the last inning. (this inning could be an inning other than the 7th due to time constraints)

14. There will be no infield allowed prior to the game with a game following it. (weekend games)

15. Bases will be 60 feet apart

16. Teams with first game of the day must set up the fence (if being used)

17. Teams with the last game of the day must take down and put away the fence (if being used)

• Rule #8e: umpires discretion will determine whether the contact was intentional or accidental.
